Yeah I think for Optus' sake this needs better communication, as I was considering cancelling my plan due to perceived poor streaming capacity.
I have now turned off free data for the 200GB mobile broadband, but left it on for the mobile postpaid. That should fix it.

It does need better explanation.
I bet its set that way so people wont get stung for 7+ GB an hour on 4k.
I have it turned off on my MBB plans but turned on for my Note 8 plan so I can watch "splurge" on 4k if i wanted to at home but have 720p while commuting.
