I am on my second month of my Contract $85 with Optus. I was charged fo rthe first time on day 31 however, my data was not renewed, im running on month one data and international minutes. is this correct? do we stretch one month over tmonths?

How long has it been? Possibly midnight tonight it will tick over? Optus take the activation date (or plan change date as the new 1st day). Where are you getting your data levels from (MyAccount here online or in the Optus App?) Sometimes Optus utils might not report the data (esp bonus data) but the data is not there.
If its not there tomorrow am then perhaps use LIVECHAT to ask whats up. Or do it now?
