SIM Only Plan

I signed up for the SIM only plan on December 21st 2017 and as of today I still have not received my SIM , also hours of time spent on hold with optus to achieve absolutely nothing.  Is this wait time normal? I have given them everything they require but finding the lack of communication and customer service very poor!
