My Optus account says that my bank account has been debited to pay my wireless broadband, but in my bank account no money seems to have been withdrawn. Is there a delay between when Optus states that they’ve received payment and when it’s actually withdrawn from your bank account? Thanks

Its possible Optus is just an auto statement that is assuming its all going ok.
Wait a few days and see what happens.
