I believe "+" usually replaces the need to enter 001 so if Davelew's suggestion doesn't work, please try without 001.
Can you call local numbers? Send texts?
Try restarting your phone, you should automatically be connected to a local network to use roaming however you may need to do a manual network selection in your phone settings to choose another network.
