I've been connected on a 100/40 plan for a number of months now (early on it was very problematic, lots of calls to support and NBN visits, but now stable.)
When first connected I was getting ~95 Mb down and ~38 Mb up, but now (and I test most days using the Optus speedtest service) I only get ~90-95 down (which is great), but ~15-18 up. This has been a steady decline and points to a clear issue with the NBN upstream capacity that Optus has.
I'm not getting a 100/40 service. It is a 100/20 service at best.
