You would need to call Optus or speak to them via Live Chat to arrange it. They don't make it publicly known on their website, also they may charge a fee (like most providers do) because buying IPv4 space so someone can have a static IP is very costly.
That said, most NBN assigned addresses are pretty sticky (they rarely change).
