As published they're pretty reasonable. Individual results appear to differ widely.
It appears roughly the industry standard. Peak hour expected speeds is the critical number.
7, 15, 30 and 60 Mbps expected on 12, 25, 50 and 100 Mbps plans. So a ~40% drop in speeds during peak hour.
A competitor with almost no reports of peak hour slow down still publishes similar 'expected' speeds.
The good thing now is at least there is a concrete number that customers can point to as 'expected' if their service is less. Compensation or dropping the contract can now be much easier to arrange.
