I am receiving emails from Optus advising a new Static IP address has been allocated. Each message has a different IP address. I have not initiated any requests. I am on NBN FTTN? Are these messages legitimate?

If possible, I would recommend reaching out and sending screenshots of the messages you received to our teams on Facebook or Twitter, as they will be able to help out in confirming if whether they are legitimate or not.
