We are moving into a new apartment 25th and have been advised that NBN connection will take place before on 19th. Can we complete the install at any time after we have moved in? Or is the connection only live for a specific timeframe? Unfortunately, we don't have access to the apartment/keys until 25th.

What technology of NBN are you getting?
Some will require onsite access to the property (and you to be there)
You can arrange the connection anytime after the inital install however the Optus modem and Router will need to be plugged in. Just have the MAC address of the units (take a photo of the stickers on each unit)
Activation should take under an hour if all goes well.

Suggest you go read the "nbn Activation Issue" thread, to help you decide how to place your order when you eventually are able (hint: don't transfer. get a new connection, and wait for a few weeks of operation to see if it actually works)

That can depend. If it takes too long call your RSP. Write down any information they give you and call back after any new date mentioned. Escalate the issue with the RSP if the connection is still not working. Keep making notes of all HFC support calls. If all that fails to get HFC working call Telecommunications Industry Ombudsman, TIO. Tell them all about your HFC issues and have the notes about RSP ready. After that the next step is to contact your MP if HFC is still not working. All the best.
