Greenacre NSW - NBN is very slow, high latency to ping 220.127.116.11 and optus.com.au, omg 2Mbps upload

The ping result is acceptable now, <20ms for 18.104.22.168.
The upload speed is very bad, <2Mbps.

The problem can be pinpointed to a piece of equipment with the following IP address 22.214.171.124
This faulty piece of equipment sits in NBN POI in Peakhurst.
Try traceroute to any ip address you will get this:

I can figure it all out from home and it takes Optus weeks to address an issue affecting (according to my estimates) thousands of users.
