Since my original post is unviewable at the moment (thank you @Marie for looking into this) I'll post it here to perhaps help with demonstrating the issue we are experiencing. Apologies to OP for hijacking the thread, but I believe we're experiencing the same issue.

 

Since I've moved to the NBN on Optus, I've received high latency during peak hour usage - especially when connecting to servers based in Melbourne. In the early morning my ping is a stable 20ms, however during the afternoon and evening my baseline ping is around 80ms (with minor packet loss). I've provided some evidence of my issues below.

7-DAY PINGPLOTTER: 
As you can see from the capture below, the two hosts in Melbourne (au.login.pathofexile.com and owa.unimelb.edu.au) have substantial latency issues during peak hours, whereas hosts in Sydney and New Zealand have only acceptable amounts of jitter during the evening hours. As you can see I've only captured 5 days worth of data, but it demonstrates this issue is constant and ongoing on a regular basis.

WinMTR COMPARISON:

Comparison of traceroute to au.login.pathofexile.com at two different times during the same day, at approximately 9AM and 9PM respectively. The 9AM capture shows a steady ping of around 20-25ms with no packet loss, the capture at 9PM average ping of 90ms with a small percentage of packet loss.

TRACERT COMPARISON:

Asked my friend (who lives in the sames suburb with a different ISP) to do a traceroute to the same host, to ensure the host was not the cause of the issue. As you can see from the results below, he managed a 19ms ping, whereas my connection resulted in a 73ms ping.

Just to update:

I called tech support and they said there were some construction upgrades being done in my area and it would take about 1-2 weeks and that this was what was causing the internet latency issues.

I'll post another update after a fortnight but as of now I am still receiving latency issues during peak time, although my downloading is fine.

Just an update; no improvement from my end. Pings to Melbourne are outrageously bad tonight, gaming is impossible.

 

Pinglogger. This an indication of what happens to my ping during peak hours. If exact times are needed, I can pull them from the database, but you can clearly see the morning where the ping is ~25ms. Evening ping is horrendous, majority of the bars that extend all the way to the top of the graph are packetloss (w/ 4,000ms timeout).

Whilst not my major concern, it's worth noting that speeds to Melbourne mirrors on www.ozspeedtest.com are poor. For the record, I'm on 25/5 mbps connection.

At 9:30pm, packet loss and latency increase for me - unplayable, unstreamable.

 

I've had Optus cable for years, and it's been great.  NBN on the other hand, is a horrible mess, but I was forced to change a week ago.

 

Throttling bandwidth I can handle to a degree, I have a lot of headroom with 100mbit, but packet loss is unacceptable.

 

Gaming and streaming just does not work.

It's pretty frustrating after having such a good experience with Optus cable.

Must Say, I've been with Optus NBN for 3 Months now and have not had any issue, and I predominately play ESO which is situated in the US. this all changed last Wednesday (30/08/2017) where ESO Online become unplayable, at first I thought it was purely down to congestion on the ESO servers but as this persisted I called Optus Support, true to form they were only interested at what speed I was connecting to the NBN at (10up/50Down) - Everything was fine. To investigate, I connected the PS4 to my Mobile broadband through Telstra, to my surprise the gaming experience increased exponentially and I was able to enjoy the game once more. I then investigated this a little further by a simple ping test - One via the Optus Network, one via Telstra. 

 

As you can see for the two traces below, latency, jitter and packet loss is lower on the Telstra Mobile network - Network Jitter, Latency and packet loss is considerably higher on Optus - Interesting to see how Telstra route traffic directly to Los Angeles and Optus Go via Tokyo - 9 hops for Telstra v 31 For Optus

@Barnypb Since you're connecting to servers overseas and your issue has started on the 30/08, I suspect you might be affected by the SEA-ME-WE3 issues. More info here: https://www.itnews.com.au/news/aussie-internet-pain-after-asian-subsea-cables-cut-472070. Cheers.

Thanks for the update - Can Optus Route the traffic directly to the USA via LA like Telstra - The issue with the SEA-ME-WE3 cable does not seem to impact the Telstra network...
