@matt821 - I'm sorry about the delay in getting back to you there. Since this post have you had a chance to chat to someone who was able to look into this for you? I can confirm that with rate plan changes, sometimes what happens is that the system combines all data inclusions from both plans instead of splitting it. This is generally updates pretty quickly however and your service will only have the base plan inclusions of the new plan you changed over to.
