I purchased a prepaid sim on Dec 27th, 2018. It was intended to be used while I was back in Australia for a couple weeks. I was told it would arrive within a few days. However, the sim never arrived, and I have already left back overseas, and do not need the prepaid sim. I was told that after a few weeks, if the delivery failed and was returned to the warehouse, a refund would be organised. Yet, I have not received one yet, and it's been almost 2 months. I would like to get my refund processed immediately.

You would be best to speak with billing and accounts about that and the live chat link below would be the best method.

Optus can confirm the SIM has never been activated. If it never arrived you should be able to just ask for the refund.
