insufficient

hi I would like help towards the fact my phone is saying I’ve got insufficient calls and it’s not allowing me to make calls as I have regarded my phone I would like for help so I am able to make calls again it’s allowing people to call but it ain’t allowing me to call them could you please help me thank you
