it wont let me log into my account to add on data and is charging me $10 for every 1gb

That's the way Optus have designed it. Its not possible to avoid the $10 fee (there's no opt out ability) and data reporting is 1-48 hours delayed. The ability to contact Optus is also very curtailed.

In this situation you're pretty much at the mercy of Optus charging you whatever they want to. (i.e. there's not a lot of incentive for Optus to 'fix' the problem)

If you have an android phone the set up warnings and cut offs in settings. Also ask around for better plans that might suit your budget and data needs.
