I paid my bill two weeks ago. Why is it not registering on my Optus account and I’m getting reminder emails ???

There could be a great number of reasons why. It could be a system issue with the Optus app, it could be a problem with Optus billing systems, could be a problem with your bank or incorrect details being entered when you paid.
