I just got an email saying I have an outstanding bill even though I switched to another service about 3 weeks ago and when I was still with optus I made sure to pay for my last bill before the switch so what is this?

Check the dates on your bill for what you have been billed for. For example if your billing period was 1st - 31st every month and you switched to another provider on March 26th, you'll still receive a bill to pay for March 1 - 26.
