I have a samsung s9 and my wife has a samsung s9 purchased at the same time hers has VoLTE and mine does not. Can you please inform me on how to activate this upgrade when it gives no options in the settings
VoLTE is something you enable in the settings of your device, not on the Optus network settings.
Unless you have a really old SIM card.
