Unable to network unlock

I recently bought a 2nd hand OPPO AX5s (CPH1920) and have tried to get the unlock code using the 'Optus Mobile Device Unlock' web page but it keeps giving me the following error message; 'This mobile device is not a locked Optus prepaid mobile device'.
I have tried using a Boost SIM and get the 'This Phone is Network Locked ' message when I boot up the phone.
The Phone IMEI # is: 867876040438439
Any help would be much appreciated as I cannot get Optus Coverage at my work location and need to use Telstra or Boost when I am at work site. Thanks - Ben

Hi there Ben,

For security reasons, the unlock code is only provided to the account holder of the phone.

It sounds like you need to reach out to the Seller to hopefully arrange this. Hopefully they co-operate.
