I have an Optus Samsung galaxy pro post paid service and a Samsung s8 plus with Virgin mobile (serviced by Optus). I an trying to use the optus app on my mobile to view usage data etc. Every time I install the app on my mobile it tries to verify the sim and sends me a 4 digit pin as the sim is technically on the optus network. Every time I put the pin I get an verification error and a message saying try again later. I have tried uninstalling etc. always with the same problem.
My question is Can you use the app on one phone (on the Optus network technically) for a different number on Optus?

No. Why not use the Virgin app?
