My phone when I ring someone it tells them restricted instead of my name and they only get my voicemail.
I don't know how to fix this?

Login to Optus Account and check on your phone settings ID Is on. If it is online chat and they will enable it in a few moments.
Just had a new phone and the same problem and fixed immediately.
