Are you still getting a 10.x IP address or something else?
Are you using the Dynamic Public IP APN?
Changing between 3G/4G and frequencies won't change the IP.
Try using "yesbusiness" instead of "yesbusinessip", because the static IP is a bolt on rather than a physical change.
Then that suggests to me;
1. The order to activate the public IP has failed/is not yet complete
2. They never put in said order.
I had them re-provision the Static IP and they provided me with confirmation and a new Static IP but I still have the same issue. I'm still getting a 10.x.x.x IP assigned to the connection when it's established.
I don't know how else to troubleshoot.
