I cannot activate my SIM card ?

Yesterday I bought a Prepaid sim card and followed the instruction to enter the SIM number to activate the card, but it shows :

"We are having trouble validating the SIM number, please try again or try using another SIM card, Reference: ...."

I tried so many times but still cannot validate. Is there anyone who can help me with this?
