Ok - so it's 4 days, 4 calls to Optus offshore technical support and 2 SIM cards later, (yes - they said go to the shop again and get a new one as their system had locked up on the old order processing. Said they would get it expedited right away each time. This is a replacement SIM for one of my 3 Optus home mobile phones. Guess that the Speed of Bolt is slower now he has retired from competition.
Sadly there's nit much this place can do to help.. The only thing would be to grab the attention of a Optus rep.. Annoyingly it seems it's not an easy fix as there must be something nasty happening on the system.
