My cable broadband (postcode 2072, Gordon Sydney) has been very slow during peak periods lately, slowing down to dial up speeds, ie basically unusable.
Have others had similar experiences?
Does the cable speed pack give a minimum of 30mbps, or does it fall below that?
or should I switch to Telstra?

I would have a word with support first and find out if it is actually a congestion issue. Should it be confirmed I would ask the question on when the problem is going to be fixed. If they can’t give you a time frame it might be time to move on.
