Hey Charlieb4, sorry to hear that you're not receiving bills and generally having a tough time getting some help. Can I ask if you're wanting to get bills sent to your email address? In some cases, there may be an extra step required that you can resolve yourself and avoid needing Optus to assist.
The page I'll link you to here details all the steps to get electronic billing set up via My Account or Member services. As long as you can access one of these pages using your log in info, you should be able to amend or add in your details in order to start receiving your bills.
