I just recently installed a cable plan from optus as my local optus said it was faster than before because of a new router but I recently found out the congestion is horrible in my area and would like to move to another isp as I am getting only 300kb/s during peak hours sometimes lower. I would like to find a way to get out of the contract instead of paying the contract fee as I only signed up recently and only wanted to test out the speeds

If it is in fact a congestion issue and they are not going to do anything about it then I would advise them of your intentions to leave. If they give you any grief about exit fees and such I would then speak with the TIO. Information on how to contact the TIO can be found on the link below.
