I pay for the 100mbps unlimited package, I also pay an extra $15 per month to turbo my speed, yet i have just done a speed test & it is coming back at 67mbps, why am i paying so much that it is not being delivered?

You need to remember that you don't pay for it to be "Always 100mbit", the transient nature of the internet means this speed will fluctuate depending on time of day and destination.
If you aren't getting the speed you claim to pay for, please contact Optus on 133 937 to get the connection investigated.
