Trying to open ports for a HICAPS machine to connect through static IP. I have seen issues with these modems and port forwarding already but need info on what to enter to create the "rules" in the port forwarding.

I'd recommend having a look at our device guide for the Sagemcom Gateway F@ST 3864 and conducting a search for set up port forwarding.
