Optusnet Ip routing

I've been trying to register on https://latreg.acer.edu.au/  
On Optus Cable, the connection times out; a traceroute seems to go nowhere -- seems to get stuck at 59.154.18.88 even though 203.2.133.222 is only a few hops after that.  From work, traceroute gets there after 21 hops total.

Can you use a phone and 4G?

Using a 4G modem doesn't help to resolve the network routing issue.  Which has since been fixed.  In the meantime, I've had to pay a $50 late fee because we couldn't connect to the site last Friday.

Hey @wom-bat - did you have to pay to late fee to Optus? We generally don't charge $50 late fees.

No I paid it to Acer, because the deadline was passed before i could connect to the site when the Optus routing issue was solved.
