Is there nothing on the network status page below when you tick the outages tab? Not making excuses for Optus but I do wonder how they would go notifying all their customers when the mobile network appears to be in a constant state of upgrade. Fixed services might be a bit different. Even though its of no help to your connection I would still be hitting them up for some form of compensation for the unreliable connection.
