Just want to confirm do we have any policy to "cap" the speed during peak hours to be 2Mbps?
Note this is the result connected via ethernet:
Area: Pymble 2073
Connection Type: Cable
Tested again just now - speed increased by 50% - yay - 3Mbps.

There is no policy to cap, however peak hour congestion can mean big drops in speed between 6pm and midnight. What's the speed like at 9am?
You should be getting 20Mbps+ easily on a non boosted cable plan. If not then somethings faulty (either in your setup or the Optus network). You need to contact them and ask them to test your line.

Thanks. I know there are no cap. I am using this word to refer to the extremely slowness. Sorry for my bad sense of humour😄
Spoken to one tech guy at 11.30pm last night via live chat. Got told there was an 'outage' in my area while I cant see any in Optus network status page.
I will continue to monitor tonight and post speed results.
Current speed is 15Mbps, still not good compared to previous 25+Mbps all day.
I am on $80 plan without speed booster.
No probs. Sarcasm / humour doesn't often read well on the net (that's why they created smilies )
IME best to play most stuff with a straight bat.
Although you're not on the NBN Optus is currently pegging its 25Mbps speed spack (which you are on) at 15Mbps in peak hour.

Update - 9:42PM today
Well I know it's peak hour and I know it should be congestion while the tech guy I talked to last night said it was an "outage".
I'll wait for some other justification - waiting to do another live chat now.
