Billed for service without delivery of modem

I placed an order nearly two months ago for a 4G home broadband connection, month to month, with the modem being paid for upfront.

I received a sim and no modem, and have been billed for this service even though I have no way to use it.

How do I get this *edited* resolved so I can actually get what I'm paying for?
