I've been charged $2.20 this month for not having a direct debit set up. I pay weekly payments so my account is in credit and I dont't get hit with a bill. The question is if I set up a direct debit and my account is in credit by the time the bill comes around will I be charged with a $2.20 fee?

The $2.20 is the fee for not having a direct debit setup. So if you create one with Optus you will not be charged the amount. You can continue to pay another way manually. Note you can add or remove direct debits any time so I'd suggest give it a go and see what happens.
