what do you mean it's locked?
Is it not letting you log in with your email and password? Have you tried resetting them?
Also, log on via a PC, click on your name in the top right and select settings and follow the prompts to manage devices. If you have 4 or more shown that that's the problem, delete 1 or all of them then try again on your new iPhone
