iPhone Hotspot internet connection issues since iOS 13.1

Since upgrading to iOS 13.1 have had some reports of laptops not being able to hotspot to iPhones. Initially replicated the issue with a 6S, 7 and XR. Other devices such as iPads and other iPhones could hotspot to the phones without any issues. Intially the laptops couldnt connect at all, but then 13.1.2 came out and now the laptops appear to connect but get no internet connection. Tested a XR with Telstra, able to hotspot and get internet connection. Anyone else had similar issues?
