Still no mobile data on new ipad!

Well its now 1 year and 4 attempts but still same issue. I upgraded my ipad for my wife to an ipad pro and our sone uses old one. Dispite being repeatedly told "its fixed" the old ipad still has 4g data and new ipad pro is still without 4g data.
Does anyone know how to actually get this fixed? (and i mean really fixed!!!)
