IOU connect

Before replacing my sim card my plan is on a day to day $2 a day rate plan. I was able to access IOU when I had no credit available. Since replacing my simcard my plan remained the same, but I am now not able to get a IOU?? Why is that?? The message says "we are not able to give you IOU" click the link below...
