Your still missing the point that a patch is not an update, it's repairing critical security bugs. And yes it is behind because July Security Patches are already in use on overseas s10 plus models. This means like usual Australian Carriers/Optus are behind.
And it still doesn't get around the fact that a Security Patch can be released for installation OTA immediately once it's received from the manufacturer without carrier testing intervention.
Champ you're missing the point. Samsung release patches and OS improvements monthly, as one package. Optus have no control of splitting it up.
So yes it does need to be tested as its OS improvements combined with security.
Not every device gets it on the same day, its incremental release. Still not behind, chill out. If you dont have the patience to wait 1 or 2 weeks for that process, a security patch isnt your biggest issue.
